The two-year Community Integration through Co-operative Education (CICE) program is designed to enhance academic and vocational skills for individuals with exceptionalities and other significant learning challenges.
Students take core courses in topics such as human relations and communications, job skills, life skills, computer skills, and health and wellness. In addition, students take modified programming, with support from Learning Facilitators, from a Fleming diploma program of their choice in (subject to change and to availability):
- Early Childhood Education
- Fitness and Health Promotions
- Police Foundations
- Educational Support
- Business
- Trade Fundamentals
- Personal Support Worker
Courses in these areas have been intentionally modified to suit the unique learning needs. These modified courses will allow the CICE students to develop applied learning and life skills.
Throughout the program, students will participate in work placements intended to develop and enhance skills and provide the opportunity to practice essential employability skills such as time management, strengthen independence and self-confidence, and practice and explore vocational goals.
A Police Record Check, including the Vulnerable Sector Screening is required by work placement agencies.
Graduate equipped with skills to:
- Take ownership and advocate for opportunities and individual accommodations for learning, academics, work and life
- Demonstrate essential skills to create pathways for work, life and learning
- Assess a variety of adult academic, social, professional and community experiences to inform ongoing decisions and actions
- Make meaningful contributions to the college and external community that promote accessibility, inclusion and integration

Step 4:
If you meet eligibility requirements, you will be contacted by the CICE Program Coordinator to arrange the final step in the application process, which is an interview.
- Ontario Secondary School Diploma (OSSD) or Ontario Secondary School Certificate (OSSC), or equivalent, Certificate of Accomplishment, or 19 years of age or older
- Demonstrated academic needs which require curriculum modifications in order to succeed
- A level of independence that does not require constant support or supervision
- The ability to manage transportation to the college and to field placements
- The ability to take part in an interview to determine program suitability, area of interest, and personal goals
Students pay regular college tuition and fees for 2 year programs. The program is OSAP-eligible (for those who qualify) and students are eligible to apply for bursaries administered by the Financial Aid office. In The News: Community Integration Through Cooperative Education
Peterborough, ON – (April 10, 2024) – A group of motivated Fleming students have raised thousands of dollars to send Easter Seals kids to summer camp.
Each year, students in Fleming’s Community Integration Through Cooperative Education (CICE) program are required to complete a Community Service Learning Project, with the aim of giving back to the community.
Fleming’s CICE program provides individuals with exceptionalities and other significant learning challenges with a chance to experience college life, and learn valuable work, life, and learning skills.
This year, students chose Easter Seals Ontario. For four weeks students learned about the organization and the ways it helps children with physical disabilities. These inspired CICE students created a fundraising team, “Fleming Friends Helping Easter Seals.”
Thirty-five students pledged to raise $7,500 to help as many children attend the Easter Seals Ontario summer camps as possible. They set a fundraising deadline of March 24, the day of the Easter Seals Telethon.
One student promised to let their sister shave their head, while another vowed to let their six-year-old daughter do her makeup before coming to school. Others promised to dye their hair, pour a bucket of ice water over their head or take on a food challenge in order to meet their fundraising goal.
The team surpassed its initial fundraising goal of $7,500-to date, the Fleming Friends have raised just over $9,200 for Easter Seals.
